Before you book anyone
Ask your council first — and the guideline is free.
Your council decides whether a site needs a dust management plan and how far ahead it wants one. The City of Armadale publishes its requirements, and they’re a good example of what to ask yours:
- “Dust Management Plans are required when works that are being carried out may have the potential to create dust.”
- The plan and application “should be submitted to the City 14 days prior to the anticipated start date.”
- “Works should not commence until the Dust Management Plan is approved by the City.”
- Plans must adhere to the Department of Water and Environmental Regulation’s dust guideline.

What site offices ask us.
Does my site need a dust management plan?
Your council decides, so ask it first. The City of Armadale publishes its rule: Dust Management Plans are required when works that are being carried out may have the potential to create dust.
Other councils set their own requirements. If yours is not Armadale, ring its environmental health team before you pay for anything.
How far before the start date do I lodge it?
Again, your council sets it. Armadale says the plan and application should be submitted to the City 14 days prior to the anticipated start date
, and Works should not commence until the Dust Management Plan is approved by the City.
The estimate works back 14 days using Armadale’s figure as the example. It is not a rule for any other council.
What goes into a plan?
DWER’s guideline scores a site and places it in one of four classifications, 1 to 4. Where other land uses are within 100 metres, works in the dry period (1 October to 31 March) lift a class 2 site to class 3, and class 3 to class 4.
We work out your classification at the site look, not on a web page. The plan then sets out the controls — fencing, watering, stockpiles, stabilising cleared ground — who is responsible for each, the monitoring and the complaint procedure.
A neighbour has complained. What happens now?
Ring us. A complaint visit is from $190: we attend, check the fence, the watering and the stockpiles against your plan, and write up what we found and what changed, ready for you to send on.
Do you supply the water cart?
No. Watering is your earthworks contractor’s cart at your contractor’s rate. We write the schedule it follows and check on inspection that it’s being run — which is why a plan on its own doesn’t keep sand on site.
Does a summer job cost more than a winter one?
In visits, not in rates. From 1 October to 31 March we inspect weekly, because dry sand and an afternoon sea breeze are how drift complaints start. The rest of the year it’s fortnightly. A visit is $190 either way.
